Who We Are
DeFlock St Pete is a group of concerned residents who believe it is unacceptable for the city to surveil our community without our knowledge or consent. We are demanding that the city council cancel our contract with Flock and remove all cameras in the city.
Flock’s History in St Pete
In 2022 the city quietly began a pilot program with Flock where 25 cameras were placed around the city. Then, in 2024, the city council approved a ~$730,000, 5 year contract to expand the program to 50 cameras. This contract was approved on the consent agenda without any city council discussion or public input.

Flock’s Automated License Plate Reading (ALPR) cameras not only record your license plate, but also use AI tools to identify your vehicle based on features like make, model, color, dents, racks, bumper stickers, and more. This allows law enforcement to track your location and movements without a warrant or even suspicion that you have actually committed a crime.
Data collected from Flock cameras is not only available to the St Pete Police Department, but through data sharing agreements, is likely available to thousands of law enforcement agencies. Despite Flock’s repeated claims that ICE does not have access to this data, independent reporting has verified that they do. Beyond this official data sharing, Flock has also had a number of security issues, which have allowed unauthorized access.
